respecting the Erection of a new Civil Hospital.
Their Lordships may be drawn to the statement contained in the letter from this Department of the 10th of October. "the case of the Superintending Hongkong hospital is to be defrayed from the Funds of the Colony from which the fee to Dr. Buchanan would be provided."
I have also to state that I found myself unable to concur in the proposal of a Committee where it was suggested that the plans for this Hospital should be selected by means of a Public Competition, as has been the case in other instances. Experience has shown that such a competition is often costly in comparison with the work to be done,
